Massei examines the various health problems related to poverty, the means to improve hygienic conditions, the best way to distribute aid, etc. In many notes he refers to other Italian writers, but also to foreign authorities such as De Gerando, Buret, and Vilain XIV. He adds statistical data for the major public charitable institutions in Bologna (vol. 1, pp. 347-374), and in a long appendix (vol. 3, pp. 201-412) includes numerous details about institutions for the sick, almshouses, workhouses, educational institutions, houses of correction and charity in Bologna from the 16th century to his own times.
