Hwang served on various government positions, including Consul to New Zealand, Consul-General to Australia, Assistant Secretary of the Ministry of Foreign Affairs, and Acting Commissioner of Foreign Affairs for Zhili. In October 1920 he was appointed Minister to Austria, and in June 1922 he was appointed Chinese representative to the League of Nations.

Signed on reverse by Francisco León de la Barra (Mexican political figure and diplomat who served as 36th President of Mexico, dated Vienna, 2 July 1921) and by the German writer Paul Keller (dated 6 Nov. 1928).

Traces of handling, but in fine condition.
