Report of an advisory delegation headed by Sayyid Abdul-Aziz al-Sarawi, the Director General of newly independent Kuwait's Department of Social Affairs and Labour, which visited Abu Dhabi in 1961 in response to a request for assistance from Sheikh Shakhbut. The Kuwaiti delegation assisted the Abu Dhabi government in the creation of municipal, health, and social services, providing blueprints for customs, passports, labour affairs, and public works (some of which are included in the present report), modelled after Kuwait and Bahrain, then the two most advanced of the Gulf sheikhdoms.

The black-and-white illustrations show Sheikh Shakhbut meeting delegates in his residence, a delegate studying an organization map of Abu Dhabi island, the newly established municipality building, the historic fort at the entrance to Abu Dhabi, and a water refinery.
