A short poem urging legal scholars to resist an unjust government: "Wohl jedem Volke, wo das Schwerdt / Im Dienst des Rechts dem Unrecht wehrt! / Doch muss ein Volk es leiden, / Dass Recht und Macht sich scheiden: / Dann geh' nicht mit der Macht, die siegt! / Bleib' bei dem Recht, das unterliegt! [...]" ("Blessed is a people among whom the sword defends justice against injustice! But should a people ever have to suffer that justice and power diverge, then do not follow victorious power, but remain with justice, law and righteousness, though they be defeated!").

Franz von Holtzendorf was chiefly distinguished as an authority on criminal and international law. He advocated liberal reforms in Prussian criminal law and the prison system.
