A detailed report on the Republic's poor state of the finances, mainly caused by the high costs of the Fourth Anglo-Dutch War that lasted from 1780 to 1874. The first two parts contain the Memorandum, or the General Report of the committee, the third part contains the relevant appendices. The fourth part concerns the treatment of the report in the provinces and the fifth the "states of war", with detailed proposals for improvements to the always difficult distribution of financial burdens among the provinces in the Republic.
