Early issue of the annual government publication reviewing the political and economic state of the United Arab Republic (Egypt and Syria) since 1959. The present issue presents major national projects including the Aswan High Dam, featuring an image of President Gamal Abdel Nasser discharging electricity from the old Aswan Dam, heralding the beginning of work on the High Dam. It explains the UAR system of government and the legislation process, besides addressing matters of justice, defence, trade, industry, agriculture, education, research, health services and social welfare. The double-page-sized plate shows Nasser adressing a huge crowd from a balcony in Aleppo.

Inscribed and signed by "Mouhammed" to his friend "Monsieur Ohhan" in December 1960.
