Revised edition of a memorandum submitted to the Palestine Royal Commission on behalf of the Jewish Agency for Palestine in November, 1936. Also known as the Peel Commission, the PRC was a British Royal Commission formed to investigate unrest in Mandatory Palestine in 1936. This was the first commission to suggest the abolition of the Mandate and a partition in Palestine. In this commission, Chaim Weizmann, the founder of the Jewish Agency for Palestine and later the first president of Israel, delivered a long speech on Jewish population in exile and the historical connection of the Jewish people with the land. The title alludes to the preamble of the 1922 Mandate ("Whereas recognition has thereby been given to the historical connection of the Jewish people with Palestine and to the grounds for reconstituting their national home in that country"), clarifying that the Mandate was not intended to create Jewish rights, but rather recognized a pre-existing historical right.
